This is the stock 1963-1965 mechanical, e-brake system. I do not know what the technical shop manual term for this assembly is.
I have seen it listed as:
1963 – 1965 Chevy Truck Emergency Brake Cross member
In this photo, it has been lowered to fit underneath a later model transmission.
